One of the core functions of the USGA is to write, interpret and protect the Rules of Golf. The Association does this in conjunction with the R&A in St. Andrews, Scotland, which governs the game everywhere but the U.S., its territories and Mexico. Every four years, revisions are made to the Rules of Golf, with the latest taking effect on Jan. 1, 2004.
