Rules Change Process

Q. What is the process by which the Rules of Golf are changed?

A. Since 1952, the Rules of Golf have been written jointly by the USGA and The R&A.

The Rules Committees of each governing body meet separately several times per year. Periodically, representatives from both organizations (along with one representative from the Royal Canadian Golf Association) meet as the Joint Rules Committee.

Generally, the Rules of Golf are revised every four years and the Decisions on the Rules of Golf are revised every two years. A full review and modernization of the Rules of Golf was announced in March 2017, with the new Rules taking effect on January 1, 2019.
